You can use any downloaded Offline Explorer Enterprise Project to create the XML file in the Google Site Map format. Simply select the downloaded Project and use the File - Make Google Sitemap menu.
These files only contain the information on very long links that exceed filesystem limits of 256 symbols. Such links are truncated in HTML files. However the information about the original long URL and the corresponding shorter filename is written in this database. This information is useful when updating the downloaded sites. For example, if Offline Explorer finds that some HTML file hasn't changed, it doesn't download it again, but follows links inside the file. If there are truncated links, it gets the original long URL from the database and follows it. Also, this database is used to display long URLs in the Project Map and in the Internal Web server when you click a long link that was not yet downloaded. Basicly it is safe to delete all URL2s.* files - it very rarely affects future downloads.
